Well, it kind of depends.  I have no idea how Gin was portrayed in the dubs.  It may be that in English Gin sounds exactly like everyone else.  But, in Japanese, Gin does talk differently than most shinigami.  According to a friend of mine who studies Japanese, the Japanese voice actor is speaking kansai dialect, which signals that he’s from Kyoto or Osaka (for the Soul Society I can only assume this is meant to read as SOME PLACE ELSE).  Your fic writer is probably trying to show that difference.  
Because of the way the Manga translators translated Gin’s way of speaking, a lot of people do assume he has a rough, uncultured way of talking.  I tend to agree with you, that doesn’t suit him (or necessarily his portrayal in Japanese.)  When I write him (and I obviously write in English), I tend to use soft Southern dialect to showcase his different way of talking, because a Southerner can WEAR THE MASK of “unculturednes” while cleverly cutting an opponent to the bone, which I feel suits his character more accurately.
But, just my opinion.
